If you are a Licensed Dealer (Osek Murshe) or an Ltd. company, you have surely heard about the new concept driving Israeli business owners crazy โ€“ the Allocation Number (Mispar Hakzaa).
The Tax Authority decided to wage war against fictitious invoices that drain billions of Shekels from state coffers annually, implementing a smart system called "Israel Invoice".

Under this model, the Tax Authority demands real-time reporting for high-value tax invoices, issuing an "Allocation Number" โ€“ a unique approval code printed directly on the invoice.

Why Are Your Clients Suddenly Demanding an Allocation Number?

The legal implication is dramatic: a business receiving a tax invoice from you without an allocation number (when legally mandated) โ€“ simply cannot offset the input VAT on that expense!

Therefore, if you issue an invoice above the threshold amount without a valid allocation number, your client may delay payment or refuse to pay you altogether until you correct the invoice. No business wants to forfeit its VAT input deduction due to a technical error by a vendor.

When Is an Invoice Required to Have an Allocation Number?

To avoid burdening every minor cash transaction, the Tax Authority established a gradual schedule where the mandatory threshold drops year by year (until reaching 5,000 ILS in 2028).

As of 2026, you must ensure an allocation number is obtained when all of the following conditions are met together:

  1. The invoice total before VAT exceeds 5,000 ILS.
  2. The invoice includes VAT (for instance, zero-rated VAT transactions with foreign residents are exempt).
  3. The recipient is a commercial client offsetting input VAT (not applicable to private individuals who do not claim VAT).
  4. The document is a "Tax Invoice" or "Tax Invoice-Receipt" (credit notes, proforma invoices, and self-invoices are exempt).

Important note for non-profits: In the case of donations to non-profit organizations recognized under Section 46, an allocation number is mandatory on every receipt, regardless of the donation amount!

How Do You Actually Obtain the Number?

There are two ways to work with the system:

  • Manual Operation: Logging into your personal portal on the Tax Authority website, entering transaction details (client business ID, transaction amount, etc.), obtaining the number, and manually copying it onto your invoice book. This method is relevant only for businesses issuing isolated invoices above the threshold per year.
  • Automatic Operation (via Accounting Software): This is the modern, convenient approach. Digital invoicing software (such as Summit, Green Invoice, Invoice4u, etc.) connects directly to Tax Authority servers. The moment you generate an invoice, your software "talks" to the Tax Authority system in the background, automatically embedding the number into the invoice within seconds.
